Quality wise, she should have contacted the manufacturer, as well. Probably the vendor or the supermarket assumed these products have passed QC test and didn't bother checking. It happens everywhere and mostly the escape of the vendor is they ASSUME because, blah...blah...blah. For such occurrence both the manufacturer and the vendor must be held responsible.
